Global Economic Collapse - What Happens Next?
What is the cause of the threatened collapse of the global economic system? Why has the current system failed? Will a new and successful economic model emerge from the current economic crisis?
The global economy is going through a period of change and readjustment that has never been experienced before in history. This article will outline the emergence of a new economic order, and the implications of what this will mean to the world.
The chief cause of the economic crisis is that the Anglo-Saxon peoples, who up to now have dominated the world economy, have been living for decades on borrowed money to finance their domestic consumption and military adventures. They now have to repay the money borrowed from their international creditors, but do not have the income to repay them. Even worse, if the Anglo-Saxon world cannot continue borrowing from foreign creditors their economies will not have sufficient liquidity to maintain economic the activity necessary to provide employment to their citizens. Their creditors are now becoming wary of continuing to lend money after already suffering considerable losses from the collapse of American financial institutions.
Without the flow of credit to finance consumption in the Anglo-Saxon world the global economy is being forced to go through a period of very painful readjustment? The UK and US banks are now largely insolvent and unable to recover many of their loans from their indebted customers, and have had to seek government help to bail them out to repay their lenders. Additionally, asset values are continuing to decline, wiping out the asset values of bank securities. As governments pump more public money (which they have not yet collected in the form of taxes) into the banking system, or offer government guarantees to financial institutions, there is now the real possibility of governments themselves going bankrupt, unless they are bailed out such as happened to Iceland recently. The expansion of the money supply, it is hoped, will inflate asset values to help support the banking system by reducing the current disparity between assets and liabilities. This is thought possible because liabilities are generally fixed, while assets are subject to inflation. The problem is that, but in the process they erode the values of currencies – good for sellers but bad for investors and savers.
It has become popular to blame the banks for financial difficulties they face, but governments need to accept they are the prime cause of the current banking crisis. Governments inflated their money supply far faster than the economy could increase real productivity. The banks are in the business of lending money, and to earn return for their depositors they took increasing risks in lending as the supply of money increased, engaging in speculative activities. The current crisis would never have occurred if the money supply had not been increased faster than the productivity of the economy. Creating an over-supply of liquidity that resulted in inflating asset values. Amazingly today, governments are becoming even more reckless in increasing their money supply in the mistaken belief that this will generate jobs.
If the Anglo-Saxon economies can be saved from economic collapse at this time, it will only be a temporary respite until uncontrollable inflation takes hold, and the value of their currencies approach zero as has recently happened in Zimbabwe. During the time before stag inflation takes over there may be a short period of economic recovery as the benefits of government stimulus kicks in. This will be followed by total economic and social collapse, massive unemployment, starvation and widespread poverty. We only need to look at the example of Zimbabwe today to see what the consequences will be and how fast it can happen.
The current crisis has shown how completely much the world has become a single global economy. The reduced flow of money from the creditor nations to the debtor nations has had a dramatic effect on world trade. There is general consensus that there needs to be a global solution if the global economy will survive the current crisis. The current crisis is propelling the world into the necessity of having a single regulated global economy supervised by one regulatory body for the entire planet. This all-powerful agency will control the movement of goods and services as international commerce evolves into a single global economy.
Firstly the world needs to accept the reality that the Anglo Saxon nation’s (USA, Canada, UK, Australia and New Zealand) economies cannot be saved. With the down-turn in the global economy they will be unable to earn sufficient export income from the rest of the world to service their enormous external debts. Their governments are now urgently printing and borrowing money to save their banking systems from collapse; and to stimulate domestic spending to in an effort to create employment by spending on infrastructure and other projects. This is a desperate attempt to save their socio-economic institutions from unravelling which would destroy government’s tax base, resulting in massive national bankruptcies. Sadly these efforts will only debase their currencies, cause uncontrollable inflation, and result in defaulting on their international debt obligations. The Anglo-Saxon economies cannot be saved – they will shortly collapse into a state of anarchy.
The current crisis is having a major impact on the Asian economies, which had become dependent on exports to North America to finance their domestic growth. Without these markets, Asia must stimulate domestic demand to sustain local industrial output. China is taking the lead here by massive spending on developing their internal infrastructure and improving social services. However it will take a few months before economic demand will pick again within the Asian region from the Chinese stimulus. During this time some Asian countries will run the risk of political upheaval as unemployment grows.
No country in Asia is being impacted more than Japan, the world’s second largest economy. Japan has numerous fiscal problems, including caring for an aging population, enormous government debt, declining export markets and huge industrial capacity surpluses to existing markets. Japan is looking at creating once again a Greater East Asia Co-Prosperity Sphere as it did in the thirties and forties for much the same reasons – to secure a reliable supply of natural resources and markets for its excess industrial capacity. Its previous efforts to stimulate domestic demand had limited success, and will be difficult to duplicate a second time. We can expect Japan to go through a period of political upheaval following the collapse of America, with the right-wing nationalists gaining control of the government.
We can now expect to see use some of Japan’s surplus industrial capacity used to rebuild its military capacity (partly as a deterrent against China), and to fill the vacuum following the collapse of US markets. The one economic activity that will utilise surplus industrial capacity is increasing defence expenditures. Both Japan and Germany need to develop new markets for their surplus industrial capacity – increased expenditure on the military will be a simple way of resolving what to do with their idle factories.
The region in which we will see the most dramatic change is Europe. There is a growing gulf between the asset rich countries of NW Europe and the poorer south and east. Political tensions are mounting. Social unrest is spreading. Cracks are appearing in European solidarity. Unless bold, decisive leadership emerges in the EU, there is a danger that the current partnership may unravel. The collapse of the Anglo-Saxon nations will be the catalyst to force the EU to resolve their political differences, and to make the necessary reforms in response to the political and economic turmoil in Europe. The English speaking world will be blamed for the economic problems emerging in the EU. Europeans will look for a strong leadership that is able to unite them and restore confidence in their failing economies. The Catholic Church will encourage a spiritual revival to restore Christian values. There will be a shift from individual freedom to serving the needs of the state.
It is now widely accepted that the current Bretton Woods economic model needs to be replaced. What is envisaged is the new economic model where the movement of capital is much more regulated. In place of the IMF and World Bank would be a new regulatory body that would limited the movement of capital to serve the needs of the people, rather than today where capital is free to exploit the people to maximise the profits which only enrich a privileged few. This new regulatory body would require considerable power to enforce its authority than exists today. It would be a global central bank, but would have greater authority than the ECB or Federal Reserve. It will mean nations giving up a considerable degree of national sovereignty. This new entity will have the power to control how people conduct business. It will be modelled along the National Socialism policies Hitler implemented to restore prosperity to Germany in the thirties.
Who will control this new economic authority? It is the Europeans, in particular Germany that is strongly advocating a new global economic order. Germany is the one nation that has the capital to dictate the terms for creating a new global central bank. This bank will have the authority to issue currency, control the movement of capital and oversee a new global order where capital services the needs of the people. German Chancellor Angela Merkel recently set this out this vision at the Davao World Economic Forum. It will be Germany that has the financial strength to dominate the coming new economic order.
This new economic order is opposed by the USA, as it will mean giving up the dollar as the world’s reserve currency and America giving up its position as the world’s dominant economic power. For this reason the US has been unenthusiastic in supporting an international regulatory body. However the United States is now so desperate for money that they will have little choice but accept the terms of the new international regulatory body, to avoid economic collapse.
There will emerge one global Central Bank, which will restore prosperity to much of the world. This Central Bank would have regulatory power over the banks of those nations that submit to its authority, which would virtually mean nationalising the banking system. However, there will be many strings attached to how capital is used, with serve restrictions many of the economic freedoms we enjoy today. It will create a regulatory market, directing capital to serve the needs of the state rather than the individual, but will be able to protect one’s savings, create employment, and prevent the speculative risk taking that has gone on with free market capitalism as has been the case over the last few years. It will be modelled along the lines of the ECB, but with greater regulatory powers. It will restore confidence for those with savings to know their investments will be protected and not lost through speculation or invasion.
These are historic times. Events are now moving fast. For the people living in the English-speaking world, it will be a time of great suffering and sorrow. Many will starve through lack of food. Disease will be wide-spread – many will die. Law and order will break down – crime will become rampant. Eventually these countries will be taken over by their creditors, and their people put into slavery.
These events need not have happened. The most blessed people on the earth have been the Anglo-Saxon people. They have thought that their wealth and power have come from their own abilities and not as a blessing from God. It is a result of rejecting the moral and economic laws of the Bible that they now face this crisis. Now these blessing have been withdrawn, and a time of punishment is being inflicted upon them"

Seperti tahun2 sebelum ini, Raja gula (Robert Kuok) masih mendahului senarai dgn kekayaan asset sekitar RM 26 billin. Apa yg menarik perhatian saya, 10 org drpd individu yg tersenarai, hanya 2 saja ‘orang kita’. Itupun dah hampir2 penghujung2 list… Dua individu terbabit adalah Tan Sri Syed Mukthar Bukhary (Pengasas Yayasan Al- Bukhary) dan Tan Sri Dato’ Sri Azman Hashim (AmCorp Group).

US unemployment hits 16-year high - AlJazeera Net
The US unemployment rate has surged to its highest level in almost 16 years, according to a US government report.
A total of 2.6 million jobs were lost from the economy in 2008, the largest decline since 1945, the US Labour Department said on Friday.
The unemployment rate climbed to 7.2 per cent from 6.8 per cent in November, with 1.9 million jobs being lost in the last four months of last year.
The collapse of the US housing market and the resulting financial crisis have triggered what some say is the worst economic crisis since the Great Depression of the 1930s.
"This is a very dismal report. This paints a much worse picture in 2008 than we had thought," said Lindsey Piegza, a market analyst at FTN Financial in New York.
"This is one of most significant downward quarters for jobs in post World War history."
The number of unemployed rose to 11.1 million in December, the data showed.
The Labour Department also revised the number of job losses for the prior two months, with the October figure being changed to show a loss of 423,000 jobs from 320,000 and November a loss of 584,000 from 533,000.
The report, seen as perhaps the best indicator of economic momentum, "suggests that both the US economy and job market fell off a cliff" at the end of 2008, said Nariman Behravesh, the chief economist at IHS Global Insight, a financial research firm.
Behravesh said he expected "the jobs hemorrhage to continue through much of 2009" at a heavy pace and to ease if a large economic stimulus package can be enacted quickly.
Barack Obama, the US president-elect, warned on Thursday that the struggling US economy could be in recession for years unless politicians agree a massive economic stimulus plan.
Obama, who takes office on January 20, has pledged to change US economic policy, and is set to introduce a new stimulus plan containing tax cuts and public spending that could total almost $800bn.

OPEC's Profile - BBC News
The Organisation of Petroleum Exporting Countries (Opec) is an association of oil-producing nations set up in 1960 with the express purpose of influencing oil prices by controlling supply.
Things have changed a great deal for the cartel in recent years. In 2000, it adopted a price band of between $22 and $28 a barrel, levels a world away from current prices.
If the price went below $22 a barrel, production quotas would be cut. If it went above $28 a barrel, production would be raised.
Opec abandoned the price band in 2005 and now has no official price target.
When its members meet, they try to co-ordinate future production with their predictions for demand.
While there have been increases in production recently, the price of oil has continued to soar.
Opec's official position is that there is plenty of supply in the market. It says rising prices are the fault of investors in the financial sector, who are buying oil contracts in order to sell them on without ever planning to take delivery.
Clearly there are limits to the amount production can be raised, and Opec also sees dangers in increasing supply further.

"Producers fear that the financial sector will decide that there is over-supply in the market and move into other investments," says Manouchehr Takin from the Centre for Global Energy Studies.
"If there is a sudden change in sentiment like that, then the price could collapse."
That problem is exacerbated by the time delays in the system.
If producers in the Gulf, for example, decide to increase production, it will be about three months before any extra oil reaches the market.
If the announcement of extra production caused a big fall in prices, then the extra oil actually hitting the market three months later would exacerbate the problem.
And the members of Opec have a great deal at stake.
Uniquely vulnerable
Many of the oil-rich states are rich in very little else.
Crude oil is their only export, making them uniquely vulnerable to world oil prices.
When prices fell to $10 a barrel in 1998, their economies were hit hard.
"In the US, Opec is viewed as a cartel and therefore something to be smashed, which is not a helpful way of thinking about it," says Tony Scanlan of the British Institute of Energy Economics. "The one thing the Opec countries all have in common is their absolute reliance on one product - oil."

According to Mr Scanlan, the Opec countries cannot afford to treat oil "as just another commodity".
"When the price falls, it creates real pain. They have to feed and give welfare to their people, the same as Western countries," he says.
On the other hand, of course, when Opec members decided to stop supplying oil to countries they said were supporting Israel in the Yom Kippur War of 1973, a great deal of damage was done to the economies of the targeted countries.
More recently, Opec has improved its reputation, with attempts made to provide some stability to the oil market.
But since the 1970s, Opec's power has waned, with its control over oil prices being questioned.
There have been continuing disputes about whether member countries are actually sticking to their agreed quotas.
Also, strategies favoured by countries such as Kuwait and Saudi Arabia, which have enormous oil reserves and relatively small populations, are often at odds with those of countries such as Iran and Nigeria, that have bigger populations and few other exports.
Indonesia has announced that it will leave Opec when its membership expires later this year.
The official reason is that it is no longer a net exporter of oil. But the cartel's only South East Asian member is also understood to have been upset that there have not been greater increases of production to try to bring prices down from their record levels.
Another factor weakening the cartel is that as oil prices have risen, reserves that were not previously worth tapping in non-Opec countries have now become viable and Russia has become a particularly significant supplier.

Oil demand to fall again in 2009 - BBC News
Global oil demand is due to fall for the second year in succession in 2009, the first consecutive annual declines in 26 years, a report has predicted.
Demand will decline this year by an average 940,000 barrels per day to 85.3 million, a 0.6% fall from 2008, said the International Energy Agency (IEA).
The IEA, which represents the main oil consuming nations, said the expected fall was due to the global slowdown.
It said the world economy will now grow 1.2% in 2009, half its past estimate.
The IEA had previously predicted that global oil consumption would recover slightly this year, after 2008's 0.3% fall, led by demand in the developing world.
It now warns that demand will also cool, particularly in China, where the rate of Chinese economic growth will slow to 6.5%, its weakest level in eight years.
The IEA report comes a month after oil producers' cartel Opec announced a record cut in output, as it aimed to shore up prices that have fallen sharply since record highs last summer.
"Global oil demand is reducing at an alarming rate," said Rob Laughlin, senior oil analyst at MF Global in London.
"This latest report from the IEA is another warning shot across the bows to OPEC that supply is still outpacing demand and the situation is getting worse seemingly day by day."
US light crude was trading down 30 cents to $35.10 a barrel on Friday morning. Last July it hit a record $147.
Brent crude was up seven cents to $47.75.

Citigroup to split as losses grow - BBC News
Struggling US banking giant Citigroup has announced plans to split the firm in two, as it reported a quarterly loss of $8.29bn (£5.6bn).
It said it would realign into two new firms, Citicorp and Citi Holdings.
Citicorp will handle the company's traditional banking work, while Citi Holdings will take on the firm's riskiest investment assets.
Last autumn, Citigroup had to be rescued by the US government in a bail-out deal totalling $45bn.
The government also agreed to guarantee up to $306bn (£205bn) of risky loans and securities on Citigroup's books.
'Ongoing efforts'
"Given the economic and market environment, we have decided to accelerate the implementation of our strategy to focus on our core businesses," said Citigroup chief executive Vikram Pandit. "This will help in our ongoing efforts to reduce our balance sheet and simplify our organisation. "We are setting out a clear roadmap to restore profitability." Citigroup's net loss for the last three months of 2008 works out at $1.72 per share, worse than analyst expectations of $1.31.
Its quarterly revenues were down 13% to $5.6bn, which Citigroup said reflected "the impact of a difficult economic environment and weak capital markets".
"I think people knew it was going to be bad, but I'm surprised it's this bad," said Matt McCormick, portfolio manager at Bahl & Gaynor Investment Counsel in Cincinnati.
Analysts say the split essentially puts Citigroup's solid and profitable consumer banking interests in the hands of the new Citicorp, while the bad investment debts that forced it to seek government help go into Citi Holdings.
This will enable Citicorp to return to profitability much quicker than would have been possible for Citigroup as a single firm.

Citi Holdings - to take on the firm's brokerage and investment interests, and a special pool of loss-making assets
Meanwhile, the bosses at Citi Holdings will have the arduous task of sorting through the mass of bad debt, picking out what can be salvaged.
Citigroup said it was now looking for a "strong manager" to head Citi Holdings.
Redundancies
For 2008 as a whole, the bank made a net loss of $18.72bn.
It blamed the losses on having to write-off bad debt and the cost of making redundancies.

Jujurlah dalam urusniaga
Dalam mana – mana krisis ekonomi yang berlaku sepanjang zaman, golongan peniagalah yang akan menerima kesan paling awal. Dalam tempoh inilah dianggap antara ujian gentir bagi ‘survival’ seorang peniaga. Yang bijak dan kental akan terus bertahan… manakala yang lemah akan tersungkur menyembah bumi. Pada saat inilah juga, golongan peniaga dianggap lebih ‘berkira’ dalam banyak perkara. Namun, bukanlah menjadi alasan untuk tidak berlaku jujur dalam setiap urusniaga yang dijalankan. Baik dengan pekerja, mahupun pelanggan.
Teringat penulis pada satu kisah seorang saudagar kain Islam lampau yang bernama Yunus bin Obaid. Kain – kain yang dijual dikedainya ada yang berharga 200 dirham dan 400 dirham. Pada satu hari, ketika azan zuhur berkumandang di masjid yang berhampiran, beliau menyerahkan sementara urusan di kedai kepada anak saudaranya. Semasa ketiadaan Yunus bin Obaid, ada seorang pelanggan mengujungi kedainya dan membeli sepasang kain yang berharga 200 dirham. Namun atas kesilapan anak saudaranya, kain tersebut telah terjual dengan harga 400 dirham. Semasa perjalanan pulang dari masjid, Yunus bin Obaid terserempak dengan pelanggan tadi. Lantas menanyakan harga kain yang dibelinya dan meminta pelanggan tersebut untuk berpatah balik kedainya semula… kerana harga kain yang dibelinya itu bukan berharga 400 dirham tetapi hanya 200 dirham. Pada peringkat awal, pelanggan terbabit tidak mahu berbuat demikian atas alasan harganya sudah berpatutan berbanding yang dijual di kedai – kedai lain iaitu dengan harga 500 dirham.
Namun atas nasihat Yunus bin Obaid yang berbunyi, “Pergilah dan kembalikan, sesungguhnya nasihat dalam agama lebih baik daripada dunia seisinya”… pelanggan tersebut bersetuju untuk berpatah balik. Maka, baki 200 dirham dipulangkan semula kepada pelanggannya.
Alangkah baiknya… kalau peniaga – peniaga kita dapat bersikap sedemikian rupa dengan meletakkan kejujuran sebagai asas dalam setiap urusaniaga yang berlaku dengan pelanggan. Memang benar matlamat utama setiap urusniaga adalah untuk mendapatkan keuntungan. Mana mungkin seorang peniaga mengharapkan kerugian hasil penat lelahnya selama ini… Namun, mereka tidak boleh sesekali meminggirkan asas – asas moral dan akhlak dalam mengejar keuntungan. Kos – kos yang bersifat bukan kebendaan (Immaterial cost) seperti jujur dan amanah seharusnya diambil kira dalam penetapan harga sesuatu barangan, bukan setakat bersandarkan kepada kos kebendaan (material cost) semata – mata. Prinsip meamksimumkan keuntungan dan meminimumkan kos harus diredakan dengan mempraktikkan sifat ‘wasatiyyah’ ataupun kesederhanaan dalam setiap urusniaga yang berjalan. Dengan ini, penulis berpandangan isu – isu kenaikan harga dalam pasaran dapat dirungkai tanpa memberikan tekanan samada kepada peniaga dan juga pelanggan.

Mengemis adalah jalan terakhir ....
Cukup tersentuh hati dan perasaan saya… tambahan cuaca dalam keadaan hujan renyai – renyai. Ianya membuatkan saya terfikir sejenak… tidak adakah pihak – pihak yang berwajib sudi menghulurkan bantuan? Atau setidak – tidaknya mencari ruang yang bersesuaian untuk mereka berdua mencari rezeki yang halal bagi menampung perbelanjaan diri dan keluarga?
Terimbas saya kepada satu kisah seorang pemuda ansar yang mendatangi baginda Rasulullah S.A.W untuk memohon bantuan zakat akibat himpitan kemiskinannya. Dalam pertemuan tersebut, Rasullah S.A.W bertanya kepada pemuda itu tentang barang – barang yang masih dimilikinya di rumah. Dengan penuh rasa rendah diri, dia memberitahu Rasulullah S.A.W bahawa masih ada dua barang yang dimilikinya , iaitu bekas kain pelana dan bekas minuman.
Rasulullah S.A.W meminta pemuda ansar itu untuk pulang ke rumah dan membawa kesemua barang yang dimilikinya untuk dijual kepada sesiapa yang ingin membelinya. Hasilnya, terkumpullah 2 dirham. Seterusnya, baginda menyuruhnya untuk membelanjakan 1 dirham bagi membeli makanan dan baki 1 dirham lagi hendaklah digunakan untuk membeli sebilah kapak. Pemuda itu mengikut saja apa yang disuruh oleh Rasulullah S.A.W
Sejurus selepas itu, pemuda tersebut datang berjumpa Rasullah S.A.W semula dengan membawa sebilah kapak yang baru sahaja dibelinya. Kemudian, Rasulullah S.A.W menyuruhnya menggunakan kapak tersebut untuk mencari kayu api dan menjualnya di pasar. Baginda memberikan tempoh selama 15 hari kepadanya untuk berbuat demikian.
Tatkala genap tempoh 15 hari, datanglah pemuda ansar tersebut berjumpa Rasulullah S.A.W dengan membawa bersama 10 dirham. Maka, dengan sejumlah wang 10 dirham itu dapatlah dia gunakan sebahagiannya untuk membeli makanan dan pakaian, manakala sebahagian lagi dijadikan modal seterusnya.
Bersangkut dengan hal ini, Rasulullah S.A.W bersabda dalam satu hadis yang diriwayatkan oleh Abu Daud, Ar-Timirzi dan Ibn Majah yang bermaksud :
“Perbuatan ini lebih baik daripada kamu hidup dengan mengemis dan meminta – minta, yang mana mukamu akan menjadi cacat pada hari kiamat. Ianya dibolehkan dalam tiga keadaan; himpitan kemiskinan yang terlampau, bebanan hutang yang cukup berat dan bayaran denda yang cukup memeritkan”
Walaubagaimanapun prasyarat di atas masih tertakluk kepada faktor umur dan tahap kesihatan seseorang. Adalah tidak adil untuk seseorang mengemis dan meminta – minta sekiranya dia masih muda dan berupaya melakukan sebarang kerja. Keadaan ini banyak berlaku di sekeliling kita…sehinggakan ada seorang pengemis jalanan yang saya kenali berasal dari Kelantan mampu mengutip sekitar RM 100 sehari! Cukup lumayan…Pada pengamatan saya, dia sebenarnya masih berupaya untuk bekerja memandangkan hanya sebelah kakinya saja kelihatan tidak sempurna akibat kecacatan sejak kelahiran lagi.
Justeru, saya beranggapan pihak kerajaan, badan – badan korporat dan masyarakat seharusnya memainkan peranan yang lebih proaktif bagi mengurangkan budaya mengemis dan meminta – minta di dalam masyarakat kita pada hari ini. Namun, bukan bermakna kita ingin membentuk budaya ‘selfish’ di dalam masyarakat. Cuma… apa yang kita inginkan, mereka diberikan ruang yang sewajarnya untuk mereka bekerja dan memperolehi pendapatan sendiri tanpa hanya bergantung belas ihsan pihak – pihak tertentu dan mengemis hanyalah jalan terakhir buat mereka.

Pakej RM 7 bil: Ke mana disalurkan?
PADA asasnya penulis bersetuju dengan komen Anita Gabriel dalam Bizweek, Sabtu 8 November 2008 yang lalu berhubung pakej suntikan ekonomi Negara yang diumumkan Dato’Seri Najib beberapa hari yang lalu. Menurut Anita, isu yang paling utama sekarang ialah dari aspek perlaksanaannya. Ia tidak akan membawa maksud yang besar sekiranya kerajaan tidak benar – benar telus dalam melaksanakan setiap perincian yang terkandung dalam pakej tersebut. Tiada bezanya RM 7 bil dengan RM 70 bil sekiranya kerajaan gagal bertindak dengan berkesan yang seterusnya hanya akan merugikan ‘dana rakyat’ yang telah diamanahkan melalui instrumen-instrumen tertentu yang telah diwujudkan oleh kerajaan.Barangkali, satu persoalan asas yang dapat kita kemukakan di sini, iaitu ke mana RM 7 bil itu disalurkan? Rakyat tentunya masih ‘bingung’ tentang perkara ini dan bagaimana pakej ini dapat membantu situasi lembap ekonomi Negara yang dihadapi sekarang yang terkesan akibat kelembapan ekonomi global terutamanya Amerika Syarikat dan Eropah.
Peruntukan terbesar yang terkandung dalam pakej tersebut iaitu sebanyak RM 1.8 bil digunakan untuk menyemarakkan sektor pembinaan termasuk menaik taraf kemudahan awam seperti sekolah, hospital dan jalan-jalan di kawasan ceruk pedalaman. Turut diperuntukkan sebanyak RM 1.5 bil sebagai dana pelaburan bagi merancakkan lagi pelaburan sektor swasta terutamanya pelabur-pelabur daripada luar melalui pelbagai insentif seperti geran dan pinjaman khusus kepada bidang-bidang strategik yang memberikan kesan yang besar kepada pencapaian ekonomi Negara secara keseluruhan.
Bagi golongan yang kurang berkemampuan, kerajaan telah memutuskan untuk memperuntukkan sebanyak RM 1.2 bil untuk tujuan pembinaan lebih banyak rumah yang mampu dimiliki. RM 5 juta pula disalurkan kepada pasukan polis dan tentera kita untuk meningkatkan kualiti dan pengurusan balai polis, kem serta kuarters. Untuk meningkatkan tahap kecekapan perkhidmatan pengangkutan awam kita termasuk LRT, KTM komuter dan bas, sebanyak RM 5 juta turut diperuntukkan. Manakala bagi Projek Jalur Lebar peruntukkan sebanyak RM 4 juta turut termasuk dalam pakej tersebut.
Masing –masing RM 3 juta akan disalurkan kepada program pemantapan kemahiran bidang-bidang tertentu dan program sosial seperti Rakan Muda.
Untuk menyelesaikan masalah projek-projek perumahan terbengkalai, kerajaan akan menyuntik sebanyak RM 2 juta dan inisiatif ini boleh dianggap sebagai ‘nafas baru’ kepada projek-projek sedemikian yang banyak member tekanan kepada rakyat.
RM 2 juta juga turut diagihkan bagi usaha memantapkan lagi agenda modal insan yang bakal menambah baik kualiti tenaga kerja Negara.
Bagi melengkapkan pakej suntikan ekonomi yang bernilai RM 7 bil tersebut, kerajaan turut memberi penekanan kepada bidang industri kecil dan sederhana. Bidang tersebut dikatakan akan mendapat suntikan sebanyak RM 1 juta melalui beberapa pendekatan yang akan dilaksanakan.
Penulis beranggapan perincian yang terkandung dalam pakej suntikan ekonomi yang telah diumumkan oleh kerajaan itu perlu dilaksanakan dengan telus tanpa ada ketirisan di pelbagai peringkat. Biarlah proses penagihan dana-dana yang diperuntukkan dibuat secara adil dan bukannya berdasarkan faktor kronisme dan hubungan politik kepartian. Diharap, tragedi Tsunami Politik Mac 2008 mampu memberikan pengajaran kepada pemimpin-pemimpin kerajaan Barisan Nasional (BN) untuk tidak akan sewenang-wenangnya menyalahgunakan dana rakyat untuk tujuan kepentingan peribadi dan kaum kerabat mereka. Percayalah, rakyat sudah ‘bosan’ dengan keangkuhan dan kesombongan mereka baik di peringkat cawangan, bahagian, negeri apatah lagi di peringkat nasional. Seolah-olah dilihat, UMNO dan BN telah dijadikan ‘lubuk emas’ kepada kebanyakan pendokong UMNO dan BN.
Semoga, setiap ujian yang diberikan oleh Allah S.W.T mampu memberikan penganjaran kepada kita semua. Ingatlah, kehidupan dunia hanya destinasi sementara, yang kekal abadi hanyalah kehidupan Akhirat. Dan, di sana kita pasti akan berdepan dengan penghakiman Allah S.W.T yang akan merungkai apa jua yang telah kita lakukan sepanjang hayat kita di dunia ini. Tiada lagi ‘putar belit’ dan juga rayuan ke ‘mahkamah’ yang lebih tinggi. Di sana, keputusan adalah muktamad!
Moga-moga, Malaysia akan terus aman dan makmur di bawah naungan-Nya. InsyaAllah…

RM5 bil Duit EPF?
SEMALAM diberitakan kepada umum, suntikan RM5 bil ke pasaran modal negara melalui VALUECAP SDN BHD rupa-rupanya bersumberkan pinjaman daripada dana EPF. Satu dana yang terkumpul hasil penat jerih kita semua bertungkus-lumus siang dan malam membanting tulang empat kerat tanpa menghiraukan penat lelah dan erti putus asa.

Perbankan Islam - Kari Ayam
Perbandingan ‘kari ayam’ yang tersebut adalah sebenarnya bersifat prejudis dan dibuat oleh seseorang yang bukan ahlinya (bukan Islam) serta dilakukan bukan berasaskan kepada fakta dan pemahaman yang sebenar secara mendalam terhadap subjeknya. Bentuk perbandingan seperti ini jelas tidak adil sifatnya. Apatah lagi kalau dilihat dari segi faktor masa sekalipun. Konvesional bank sudah wujud hampir 300 tahun yang lalu, sedangkan sejarah perbankan Islam di Malaysia baru mencecah usia 30 tahun. Lebih buruk lagi akan menyebabkan salah faham dan syak wasangka yang berpanjangan di dalam masyarakat. Sebarang salah faham dan syak wasangka terutamanya terhadap Islam dan juga hal-hal yang berkaitan, sekiranya tidak ditangani dengan bijaksana, ia akan menjejaskan ‘kredibiliti’ jangka panjangnya. Perlu kita sedar dalam keadaan sekarang, penghujahan yang bersifat ‘defensif’ bukan jalan penyelesaiannya. Bahkan akan mengusutkan lagi keadaan terutamanya dalam suasana kewujudan Islam di tengah-tengah sistem yang berakar umbi kepada akal pemikiran manusia semata-mata sejak zaman berzaman lagi.
Dalam konteks perbankan Islam yang kita bincangkan ini, realitinya, kita tidak akan berupaya mengukuhkan kredibilitinya di mata masyarakat umum terutamanya kelompok bukan Islam, hanya tampil dengan pelbagai hujah yang bersifat defensif dengan tujuan untuk mempertahankannya, apabila menerima asakan dalam bentuk perbandingan daripada mereka yang terlibat secara langsung dengan perbankan konvesional. Sebaliknya, apa yang harus kita buat adalah menjadi agen perubah kepada kelemahan yang sedia ada yang dikatakan wujud oleh kelompok tersebut . Ini juga bertepatan dengan saranan Allah S.W.T yang meletakkan bahawa sesuatu perubahan tidak akan berlaku di dalam sesebuah masyarakat sehinggalah ahli-ahli dalam masyarakat tersebut sendiri yang menjadi agen kepada perubahan.
Saudara pembaca, berbalik kepada persoalan ‘kari ayam’ yang telah ditimbulkan sebelum ini. Memang ada logiknya kalau dikatakan kedua-dua mangkuk kari ayam tersebut mempunyai cita rasa yang sama. Malahan juga, memang sukar untuk dibezakan mana satu kari ayam yang asal ayamnya tidak disembelih. Tetapi kalau diamati sedalam-dalamnya, hakikat yang terjadi memang tak sama dan tak akan sama! Ibarat kata orang, “rambut sama hitam, tapi hati lain-lain”. Kenapa saya mengatakan sedemikian?
Sidang pembaca, saya ingin memulakannya begini, dalam apa jua perkara sekalipun dalam kehidupan kita, seseorang manusia akan berusaha untuk menuju ke arah kesempurnaan. Tak kira dia seorang Islam ataupun bukan Islam. Kesempurnaan menjadi agenda dan idaman setiap di kalangan kita, baik yang muda, yang tua, yang berpelajaran, yang kurang berpelajaran. Pendek kata semuanya! Hatta, sekiranya diamati kelompok haiwan pun berkehendakkan kesempurnaan. Buktinya, sesama kelompok mereka pun saling bersaing antara satu sama lain. Lihat sahaja keadaan ikan-ikan di dalam akuirium apabila makanan diletakkan. Mereka seakan-akan bersaing antara satu sama lain demi mendapatkan makanan tersebut. Seolah-olah, masing-masing menginginkan kesemua makanan tersebut. Biar kawan-kawan yang lain tak dapat pun tak pa! Ini jelas menunjukkan keinginan untuk memiliki kesempurnaan.
Jika dilihat dari perspektif konvesional, kesempurnaan hidup dinilai semata-mata berasaskan kepada ‘material & financial values’ (nilai kebendaan & wang ringgit). Ini bermakna, seseorang yang tidak mempunyai tahap nilai kebendaan & wang ringgit pada standard tertentu dianggap masih tidak sempurna hidupnya. Kayu pengukur yang sebegini akan secara tidak langsung mencetuskan ‘desakan diri’ untuk mengecapi kesempurnaan bentuk ini dengan apa cara sekalipun, walau terpaksa ‘menghalalkan cara’.
Islam melihat keinginan seseorang manusia ke arah kesempurnaan sebagai fitrah (sesuatu yang lumrah). Namun ia tidak sesekali ‘menghalalkan cara’ semata-mata ingin memenuhi tuntutan fitrah tersebut. Sidang pembaca sekalian, Islam adalah satu agama yang bukan sifatnya ‘result oriented’ semata-mata. Islam turut mengambil kira apa yang disifatkan sebagai ‘process oriented’. Maknanya, untuk memenuhi tuntutan kesempuranaan sebagaimana yang diinginkan oleh Islam, sesuatu perkara mestilah sempurna dari segi proses dan hasilnya. Kedua-duanya mesti hadir bersama-sama. Tetapi fahaman sebegini, tidak berlaku dalam kerangka kesempurnaan hidup konvesional yang mana lebih mengutamakan hasil akhirnya. Bagi konvesional, kesempurnaan masih boleh dicapai walaupun proses ke arahnya diselaputi dengan pelbagai kepincangan seperti penindasan, kezaliman, penganiyaan dan sebagainya.
Saudara pembaca, pemahaman terhadap apa yang sedikit sebanyak telah saya utarakan di atas, boleh dipanjangkan lagi agar jurang perbezaan antara kedua-dua jenis sistem perbankan ini lebih jelas. Dan, sekaligus merubah dakwaan rakan bukan Islam tersebut. Bukan setakat terhadap sistem perbankan Islam, malahan juga terhadap ‘cita rasa kari ayam’ yang dikatakan tidak ada bezanya itu. Ingin saya menyentuh sedikit tentang hikmah Islam mensyaratkan haiwan disembelih sebelum disajikan. Pembuktian secara ilmiah jelas menunjukkan bahawa haiwan yang disembelih dengan cara yang sempurna (iaitu yang disyaratkan Islam) lebih selamat untuk dimakan berbanding dengan haiwan yang tidak disembelih dengan cara yang sempurna. Ini kerana, cara penyembelihan yang disyaratkan oleh Islam berupaya merembeskan darah yang terkandung dalam tubuh badan haiwan terbabit, yang mungkin mengandungi jangkitan penyakit tertentu. Jelas menunjukkan, seekor ayam yang tidak disembelih membawa maksud tidak sempurna prosesnya. Walaupun ‘hasilnya’ (kari ayam) nampak secara lahiriah sempurna serta tidak ada sebarang perbezaan.
Sidang pembaca, sistem perbankan konvesional yang mendominasi sistem perbankan dunia pada hari ini hanya berasaskan kepada ‘result oriented’ semata-mata, iaitu memaksimumkan keuntungannya dan juga pelanggan tanpa mengambil kira kesempurnaan proses. Bagi bank konvesional, mereka boleh berbuat apa saja asalkan keuntungan dapat diperolehi, selagi mana tidak bercanggah dengan Akta Perbankan & Kewangan 1989 yang ditetapkan oleh kerajaan dan dikawal selia oleh pihak Bank Negara Malaysia (BNM). Dalam aspek ke mana wang penyimpan dilaburkan, bank konvesional tidak mempunyai sebarang sekatan selagi tidak bercanggah dengan undang-undang negara seperti portfolio pelaburan yang disisi Islam jelas haram seperti perjudian, minuman keras, pusat hiburan dan sebagainya. Operasi bank konvesional yang berasaskan riba’ (faedah) memang sesuatu yang tidak perlu dipersoalkan lagi. Hal ini Allah S.W.T dah ‘clear cut’ dalam Al- Qur’an bahawa riba adalah sesuatu yang haram. Logiknya, kira jadi dua kali haram. Satunya, wang yang kita simpan dilaburkan ke tempat-tempat yang diharamkan oleh Islam. Duanya, kita terima pula faedah dengan cara ‘riba’ daripada simpanan yang kita buat. Bukan dua kali haram, tak gitu?
Mungkin ada yang akan bertanya? Apa masalahnya sekiranya pelaburan dibuat dalam perjudian, minum keras, hiburan dan sebagainya? Bahkan, realitinya bidang-bidang pelaburan sebegini yang lebih menguntungkan. Lihat saja nilai saham-saham seperti Resorts, Genting, Magnum dan sebagainya di pasaran modal negara (Bursa Malaysia)! Pengharaman Allah S.W.T terhadap sesuatu perkara mesti berasaskan kepada sesuatu hikmah (kebaikan). Mungkin pada persepsi pertama kita cuba untuk menindakkannya atas alasan ianya juga terdapat kebaikan. Tapi pernahkah kita terfikir? Antara kebaikan yang sedikit berbanding kemudaratan yang banyak, mana satu yang akan menjadi pilihan kita? Sudah tentu kita akan memilih untuk tidak melakukan sesuatu yang besat mudaratnya. Begitu juga dengan hikmah Allah S.W.T meletakkan batasan tertentu kepada pihak bank untuk menjalankan pelaburan mereka adalah kerana bidang-bidang seperti perjudian, minum keras dan hiburan kerana ia akan memberi kesan yang tidak baik kepada individu dan masyarakat secara keseluruhannya yang mungkin lahir dalam pelbagai bentuk masalah seperti peras ugut, rompak, rogol, bunuh dan sebagainya. Sekiranya situasi seperti ini berlaku, fitrah manusia yang inginkan kesempurnaan hidup akan terganggu. Alternatifnya, wujud sistem perbankan Islam yang mengabung jalin antara ‘process oriented’ dengan ‘result oriented’ sebagai penyelesaian kepada sistem perbankan konvesional yang sebenarnya banyak menyumbang kepada ketidaksempurnaan hidup individu sebagaimana yang dikehendaki fitrahnya dengan terlibat dengan riba dan pencarian untung secara tidak sah di sisi Islam.
